EU Deforestation Regulation (EUDR)

Did you know that in the future, wood from forests that wants to be exported to Europe will need to obtain at least one special "passport" first!

I. First, Understand the Two "Passports"

1. FSC: The "Green Certificate" for Forests
FSC, short for Forest Stewardship Council Certification, is a voluntary certification system launched by an international non-profit organization established in 1993. It issues "green certificates" to forests and forest products.Core Goal: To balance environmental, social, and economic benefits, such as protecting biodiversity, respecting the rights and interests of indigenous peoples, and ensuring the long-term utilization of forests.

2. EUDR: The EU's "Zero-Deforestation Access Order"
EUDR, namely the EU Zero-Deforestation Regulation, is a mandatory regulation adopted in 2023, equivalent to the "entry threshold" for the EU market.Core Requirement: All products that cause deforestation due to production after December 2020 are prohibited from entering the EU market.

II. 6 Core Differences at a Glance
FSC and EUDR

In simple terms, EUDR is a "hard threshold" – without meeting it, products cannot enter the EU market; FSC is a "soft credential" that enhances product reputation.

III. Summary

As a "soft endorsement" for sustainable forest management, FSC certification guides enterprises to proactively improve their environmental and social governance capabilities through market mechanisms. The EUDR Regulation, on the other hand, establishes a "zero-deforestation" access threshold for the EU market with legal coercion. Both together form an important part of the global forest products compliance system. Enterprises need to select a suitable compliance path based on their strategic positioning and rely on professional service institutions to achieve efficient compliance management.

The core of EUDR compliance is establishing a low-cost and confidential evidence system, following the data minimization principle. It requires providing necessary data around three core issues, clarifying data boundaries and transmission norms, and avoiding compliance and confidentiality misunderstandings.

EUDR

Product carbon footprint is a full-life-cycle carbon emission record of products, following international standards like ISO 14067. It has two accounting boundaries, helping enterprises meet global low-carbon requirements, optimize design and green marketing, and enhance global competitiveness.

Carbon Footprint

Organizational carbon inventory is a basic carbon health check for enterprises low-carbon transformation. Following standards like GHG Protocol and ISO 14064-1, it covers three emission scopes and completes accounting via a four-step process, meeting carbon market compliance needs.

GHG Inventory

EUDR covers 7 product categories like timber and coffee. The EU proposed extending its implementation in Nov 2025 (not in force yet). Exporters don’t file DDS directly but need to send compliance info like GPS coordinates; they can solve upstream coordinate issues and prepare by country risk level (China is low-risk) to avoid clearance delays.
