Latest Update! On October 21, 2025, the European Commission issued a press release in Brussels, formally putting forward a targeted amendment proposal for the EU Zero-Deforestation Regulation (EUDR).

Core Objectives

1. Ensure the full operation of EUDR-related IT systems to support the EU in addressing global deforestation challenges.
2. Simplify reporting obligations (especially for micro and small operators in low-risk countries worldwide) while maintaining a robust tracking mechanism to facilitate the implementation of the Regulation.

Simplification Measures

1. The proposal introduces targeted simplifications to reduce compliance obligations for the following entities:
- For operators and traders responsible for the commercialization of relevant EUDR products after they enter the EU market (e.g., retailers, large EU manufacturing enterprises):
These entities are downstream of the value chain. The European Commission proposes to abolish their obligation to submit Due Diligence Statements (DDS). With this simplification, the entire supply chain only needs to submit one declaration to the EUDR information system when products enter the EU market, and reporting obligations and responsibilities will be concentrated on "upstream enterprises that first place products on the market."
Example: Importers placing cocoa beans on the EU market only need to submit one DDS, while downstream chocolate product manufacturers do not need to resubmit a new DDS in the information system; upstream operators must still continuously fulfill their due diligence obligations.
 - For micro and small primary operators from low-risk countries worldwide that sell products directly to the European market (covering almost all EU farmers and forestry operators):
These entities only need to submit a simple declaration once in the EUDR IT system; if the relevant information already exists in member state databases, operators do not need to act independently in the IT system. This simplification completely replaces the previous requirement of "regular submission of DDS."

2. Transition period arrangements for enterprises to strengthen IT system construction:
The Commission proposes a transition period to ensure a smooth policy transition and enhance information technology systems. Specific rules are as follows:
 - Micro and small enterprises (MSEs): The EUDR will officially enter into force on December 30, 2026 (delayed by six months from the original plan, providing an additional six months of preparation time);
 - Medium and large enterprises: The EUDR's entry into force date remains December 30, 2025, but to ensure the phased implementation of the rules, a six-month grace period will be granted for verification and enforcement.

Note: The above is only a proposal! Until formally approved by the European Parliament and the Council, the original deadline remains legally binding, and most EU customers still request compliance documents in accordance with the original plan.

As a key initiative against deforestation, the European Commission has clearly stated that it will fully promote the achievement of its goals. This proposal is formulated based on stakeholder feedback collected throughout the year, focusing on "targeted simplification and burden reduction."

Extension ≠ inaction; early preparation = seizing opportunities. Enterprises must not treat the "buffer period" as an excuse for delay. It is recommended to immediately launch a supply chain data inventory. Taking early action can not only avoid the peak period of concentrated compliance applications next year but also prevent order delays or losses due to insufficient preparation.
