I. Definition of Codes

● HS Code: An internationally standardized classification system developed by the World Customs Organization (WCO), using 6-digit codes to categorize goods and applicable worldwide;
● CN Code: The EU’s 8-digit commodity code, derived by subdividing the 6-digit HS code to meet the EU’s specific regulatory and operational needs;
● TARIC Code: The EU’s 10-digit code established to align with EUDR compliance requirements (exclusively for import declaration purposes).

II. Code Usage Rules

1. Classification Basis
Supply chain participants must classify products in accordance with Annex I to the Combined Nomenclature Regulation (Council Regulation (EEC) No 2658/87) to determine whether EUDR applies to the goods.
2. Declaration Requirements
Import Declaration: Can be refined to the 10-digit TARIC code (pursuant to Article 201 of the Union Customs Code (Regulation (EU) No 952/2013));
Export Declaration: The final declared code is the 8-digit CN code (pursuant to Article 269 of the Union Customs Code);
Code Updates: HS codes are updated every 5 years, and the EU revises the Combined Nomenclature Regulation annually to align with the latest international and regulatory developments.
